Abstract

This paper provides a detailed analysis of the evolving stablecoin market within the United States, focusing on their utility, underlying reserve mechanisms, and the associated risks to financial stability. As stablecoins bridge the gap between traditional fiat currencies and digital assets, they have emerged as vital components of decentralized finance (DeFi). The study assesses the spectrum of stablecoin designs, from fiat-collateralized to algorithmic variations, noting that the transparency of reserve audits remains the primary factor in maintaining market confidence. The research highlights the intense regulatory scrutiny surrounding these assets, particularly concerning consumer protection, anti-money laundering (AML) compliance, and their potential role in systemic financial risk. It argues that while stablecoins offer significant potential for enhancing payment efficiency and financial inclusion, they necessitate a modernized regulatory framework that ensures asset-backing integrity and operational resilience. The whitepaper ultimately advocates for a balanced approach to oversight that encourages innovation in payment rails while safeguarding the stability of the broader U.S. dollar-denominated financial system.
