Abstract

This paper analyzes the ambitious blockchain initiatives in Dubai, which aims to become the world’s first blockchain-powered government. It details the infrastructure required to shift administrative services—including real estate, permits, and licensing—onto a decentralized digital framework. The research explores the socio-economic benefits of automating government workflows and the role of the Dubai Blockchain Strategy in fostering a digital economy. The authors discuss the technical choices involved, such as private vs. public blockchain integration, and the challenges of policy design in a rapidly evolving regulatory environment. The paper argues that smart city infrastructure, when underpinned by blockchain, significantly improves institutional efficiency, reduces paperwork, lowers operational costs, and enhances the digital experience for citizens.
