Abstract

This study analyzes the unique challenges of governance within industry-specific blockchain consortia, where traditional corporate governance models often collide with the decentralized ethos of the technology. It identifies the critical components of a successful governance framework: membership rules, dispute resolution processes, data standards, and the economic incentives that align competing firms. The research reviews various consortium models, comparing ‘permissioned’ versus ‘permissionless’ governance architectures, and evaluates how they impact innovation, transparency, and network participation. Key themes include the role of consortia in establishing technical standards, managing protocol updates, and ensuring that the network remains resilient against internal and external threats. The report highlights that the failure of many early enterprise blockchain projects was due to poor governance design rather than inadequate technology. The study concludes that effective governance is a collaborative, ongoing process that must balance technical neutrality with the operational requirements of the member firms. It offers a blueprint for building governance bodies that can manage blockchain networks through their entire life cycle, from formation to scaling and eventual sunsetting.
