## Abstract

This paper analyzes the accelerated interest in Central Bank Digital Currencies (CBDCs) and digital payment systems during the COVID-19 pandemic. It discusses the limitations of traditional cash and banking systems during crises, where physical distribution of currency and slow clearing times hinder emergency fiscal policy. The authors explore how a 'digital dollar' or similar CBDC could serve as a vehicle for instant, direct distribution of government aid and stimulate digital economic activity. The paper examines the potential benefits, including financial inclusion for the unbanked and lower transaction costs, while balancing these against significant privacy, regulatory, and systemic stability risks. By reviewing the global response to the pandemic, the study argues that digital currency infrastructure is no longer merely a theoretical endeavor but a necessity for building resilient, future-ready national financial systems capable of immediate monetary intervention.
