## Abstract

This report examines the potential for decentralized technologies to restructure the telecommunications industry, particularly in the context of global connectivity, roaming, and identity management. It investigates how blockchain-enabled 'decentralized connectivity' models could reduce dependency on legacy telecommunications infrastructure and centralized intermediaries. The research details how smart contracts can automate roaming agreements between global telecom operators, removing costly settlement processes and reducing clearing times from months to seconds. Additionally, the paper explores the role of blockchain in securing IoT networks, where each connected device functions as a unique, identity-verified participant in a secure, decentralized grid. The findings suggest that by utilizing distributed ledger technology, telecom operators can move from a model of rigid, centralized control to more flexible, programmable, and interoperable networks. However, the study identifies significant challenges, including technical scalability for high-frequency, low-latency telecommunications data and the difficulty of convincing established incumbent operators to adopt decentralized protocols that may cannibalize their current revenue models. The paper serves as an essential introduction to the shift toward decentralized infrastructure in telecommunications.
